On Doing Better Than 50%, Part Two, Or, Is “Made in USA” A Jobs Program?

When last we met, it was to discuss a Big Idea that the Obama Administration might apply to get some job creation going, despite a difficult Congress; the Big Idea was to look at the “Buy American” provisions that exist in our laws, regulations, and Executive Orders and see if we could practice a bit of “jobs arbitrage” by not just meeting the “Made in USA” requirements when governments across this country make purchases, but exceeding them.

(As it stands today, pretty much any “good or service” with more than 50% Made in USA content qualifies as a Made in USA purchase, even if 49% of the “good or service” comes from somewhere else).

At the time, I told you that if all went well we could look forward to comments from both Labor and the Administration as to the practicality of the Big Idea, and as it turns out I have comments for you that hit close to that mark – and a bit more besides:

With Republicans in the House failing to produce any jobs bills, Democrats in the minority have decided to propose their own initiatives. This week’s episode, season 2 episode 12, focuses on one of those proposals, H.R. 613, the Airports, Highways, High-Speed Rail, Trains, and Transit: Make it in America Act, sponsored by Representative John Garamendi.

What this proposal does, is ensure that projects being funded by tax dollars are purchasing materials made in the US. After their passage of H.R. 3, Republicans in the House are going to have to explain why they find it morally acceptable to spend tax dollars on foreign-made products while so many Americans are out of work and our manufacturing jobs are steadily moving overseas.

Just last month, the Chamber lobbied vigorously to defeat the Creating American Jobs and End Offshoring Act, which would have given companies a two-year payroll tax holiday, reducing the amount of Social Security taxes they would have to pay, for new employees who replace workers doing similar jobs overseas. The bill would have also ended tax provisions that encourage the outsourcing of jobs.

“Replacing a job that is based in another country with a domestic job does not stimulate economic growth or enhance the competitiveness of American worldwide companies,” Chamber executive vice president Bruce Josten claimed in a letter to senators.

When the $787 billion stimulus bill was passed, the Chamber fought tooth and nail to ensure that a provision requiring that all stimulus projects include only Americans-made products and services was NOT included.

I’m a 49 year old single mother of a 15 year old. I was laid off in September of 2008 and my unemployment ended in April of 2010. The way New Jersey calculates your base year made me ineligible for more than 79 weeks.

I apply to just about 50 jobs per week and I went to school and got some medical certifications that are just about useless. Everyone I speak with says “your certifications are great, but we’re really looking for some experience.”

I have been unable to pay my rent since June and expect to be evicted shortly. I have no one in a position to help, and can’t even imagine what it’s going to be like, telling my daughter that we have no home. […] Although I can’t consider suicide, I understand where these people are at!

The president proposed eliminating all capital-gains taxes on small-business investment, creating tax incentives for small businesses to hire new workers and raise the wages of those they already employ, and steering $30 billion in money from the Wall Street bailout to community banks to lend to small businesses.

“Now, the true engine of job creation in this country will always be America’s businesses. But government can create the conditions necessary for businesses to expand and hire more workers,” Obama said. “We should start where most new jobs do–in small businesses, companies that begin when an entrepreneur takes a chance on a dream, or a worker decides its time she became her own boss.”

OK, how will Small Business, get the help they need, to put Americans back on the Road to Recovery?

PhotobucketI have but one question for the Obama loyalists.  Do you guys ever get tired of saluting the flag?   Just because we support Obama and all agree he was 1,000 10 times better than anyone else running doesn’t mean we have to put our brains on a shelf.  

Why did he lie to us, and why aren’t the Democrats holding him accountable?  We are not stupid.  We can see what is going on.   All this distraction about bi-partisanship as if millions of unemployed, broke, and homeless middle class Americans care.

No salary caps for CEOs.  No torturers, war profiteers, or WS crooks going to jail.   Just lots of hot air surrounded by smoke and mirrors.

How about a truth commission on the bailout?

I shouldn’t be surprised by now. But I still was when I read the article this morning in the Washington Post explaining that the cap on executive pay has been removed from the stimulus bill. I knew what Congress was doing yesterday by bringing the Wall Street executives in and scolding them in public was a dog and pony show. But I had not realized how profoundly full of shit these politicians are.

 

Nationalize the damned banks already.  They’re stealing us blind.  Geithner is a WS insider, and the wrong man for this job. If we aren’t getting tax dodger and Republican appointments, we are getting the cat assigned to guard the canary.  If I have to bailout their sorry asses, I want to own them.  

While we are at it, who did us this favor?

A Sanders-Grassley amendment to demand TARP recipient banks stop firing U.S. workers and replacing them with foreign guest workers was ripped out of the bill.

Last but not least, what’s all this noise about Obama and Social Security?  We can pay for  the Bush war profiteers and the ongoing WS bailout of Washington’s financiers and cronies, but they, by god, are going to save us from the burden of  social security.

You have no idea how bad Democrats are starting to look on the heels of all that campaign rhetoric.  Change  my ass! I am getting sick and tired of all of them and the horses they rode in on.

So far, Obama and the Democrats are flip-flopping on all of it; and I can’t help but ask, WTF are they doing?
