Ok, I’m gonna help you guys out on this so don’t say I never gave anything to the Democrats:
How a Bill Becomes a Law
Part 1: How It Starts
An American federal law begins as an idea.
Someone, somewhere has an idea for a law.
That person tells someone else, who tells someone else, who tells someone else… It’s nice to tell other people about what your idea for a law is, but only when you tell your congressperson do you really start the process rolling!
If your congressperson (that’s you) thinks that your idea (that’s me) has a good chance of becoming a law (like if you have control of all 3 Branches), then he or she (you again) promises to sponsor it. This means that he or she (congressperson, so you again) will support it and speak out in favor of it, in Congress and in public. Once your idea has support from a member of Congress (that’s you!), it’s on the fast track to success!
So first, you introduce my idea as a bill. Or even your idea like Obama’s promises and initiatives. The bill is sent to the right committee. (Example: If my idea has to do with ummm Financing Healthcare, the bill will go to the Appropriations Committee) The members of the committee discuss the bill, consult with the industries that pay for their campaigns and then vote on it. If they approve it, then the bill goes to the full house of Congress (that you control). (Note: A bill can begin in either the Senate or the House of Representatives. You control a Majority in both with a filibuster proof one in the Senate. In our example, the bill begins in the House, that you control by the way.)
So, your bill has been approved by the Senate Finance Committee. It goes to the full House, which, I cannot stress this enough, you control and have the majority in. All 435 members of the House discuss it, debate it, and then vote on it. One more than half of the members have to approve it, easy since you have 235 seats in the House. In the House, this is 218, you have 17 seats over that amount. If they approve it, which you can do with any issue/bill with no problem, then the bill goes to the other house of Congress, the Senate (oh no! lol aww Dems don’t worry!). If the House doesn’t approve the bill, they may either send it back to the committee it came from or abandon it.
Part 2: How It Ends Up
Now, let’s say that your bill has passed the House, which, it should if you vote with the party. It now goes to the Senate, first to the right committee. In the Senate, this is the Senate Financing Committee. Then, the process repeats. This committee discusses it with for-profit healthcare providers (you don’t have to invite just them), then votes on it. If they approve of the bill, then it goes to the full Senate. All 100 Senators discuss it, debate it, then vote on it. If 51 Senators vote in favor of the bill (once again, you have 60, 9 more than you need), then it passes and goes to the President to sign.
If the President signs the bill (hey he’s on your team too!), it becomes a law!
If he doesn’t like it, he can veto it, but if you stay strong and vote along party lines you can introduce and pass bills with no problem. So allllll those things you promised the American people during your campaign CAN be done!
However, I think some of you were just saying that for votes and are now shitting a brick because you have no excuse not to have whatever bill you propose go through but at the same time you promised the lobbyists and corporation that financed your campaign that you’d do their bidding.
