The Deep State, A Powerless President, The CIA, Afghanistan, And Heroin

Peter Dale Scott, a former Canadian diplomat and Professor of English at the University of California, Berkeley, is a poet, writer, and researcher. This is part one of an interview in which Scott talks with Paul Jay of The Real News Network about the corrupted mindset in Washington that chooses who becomes president, and about the war machine that co-opted Obama into his escalation of a drug-corrupted war and is not just a bureaucratic cabal inside Washington, but rather is solidly grounded in and supported by a wide coalition of forces in society, and about the need for a new kind of American foreign policy.

SCOTT: I think I have talked about the deep state. I prefer now just to talk about deep politics, that there are things which we just don’t face in our society, things we’re not willing to talk about. With respect to Afghanistan, one of the things that we don’t want to face and talk about is the presence of drug trafficking in the plans of the CIA for controlling remote areas of this world. And when you have a number of facts which are not being talked about, our politics becomes more and more like an iceberg, in which the visible part, the public politics, or, if you like, what goes on in the public state, is only a small percentage of the totality of what’s going on, a lot of this is not subject to the restraints of the Constitution at all. And that’s the part that I call deep politics. The phrase “deep state” is a bit dangerous, ’cause it might make people think that there’s a secret Pentagon and a secret White House, it’s nothing like that. It’s more this matter of the mindset that I’m talking about.

JAY: When you described the war machine, you use the words “drug-corrupted war machine,” and everyone knows that Afghanistan is now the manufacturer of the majority of the world’s heroin, but it doesn’t ever get talked about as a policy issue or as an underlying driving force in this struggle for all sides. So talk about this.

SCOTT: Well, I would say, actually, it has become talked about in the last year, with the beginning of Obama’s campaign. You know, when Bush first went in in 2001, they had a list of the main refineries, and they were never touched, because America’s coalition for developing local support in Afghanistan was made up very largely of warlords who were involved in the drug traffic. Our principal ally was going to be [Ahmad Shah] Massoud, and there was a big debate in Washington, before we went into Afghanistan, whether to make him an ally or not, because they knew he was involved in the drug traffic. Well, he was in fact assassinated, just a day or two before 9/11. But the Northern Alliance, which was the only faction in Afghanistan in that year that was growing poppy, they were our allies. And if you look at almost any newspaper story about drugs in Afghanistan, it’s going to be talking about the Taliban. But the Taliban are getting at most about a tenth of the revenues that are being raised by opium and heroin in Afghanistan, and the vast majority of it is going to the big warlords who essentially make up, to this day, the coalition that are supporting [Hamid] Karzai in Kabul.

Those are the words used in Article II Section 3 of the US Constitution. The president is also to “recommend to their Consideration such Measures as he shall judge necessary and expedient.” Why does this not come up in Article I with all the other supreme powers of our Commander in Chief? Well, because only the military has one of those, and Article I is devoted to the most powerful branch of our government, the Congress.

The president is supposed to inform Congress on how things are going in his work of executing the laws they pass. We didn’t hear much of that on Wednesday. President Obama did not mention his ban on prosecuting torture, his advisors’ claims that he has the power to torture, his use of rendition, his removal from the Constitution of the right to habeas corpus, his list of Americans to be assassinated, his warrantless spying, his protection of Bush, Cheney, and gang from exposure or prosecution, his continuation of illegal wars, his use of unmanned drones to assassinate and slaughter, or his assertion of the power of aggressive war in a Nobel Peace Prize acceptance speech. All of that went without saying.

And how’s the bailing out of Wall Street billionaires going?  Obama asserted that he hated it but was doing it because it needed to be done even if unpopular.  He bragged more than once through the speech about doing unpopular things, as though democratic representation was the new enemy.  Thankfully, there wasn’t the same level of fear mongering about Terrorists that we’d grown used to in these speeches from Bush.  But Congress cheered for the president ignoring the public and even cheered for the president unconstitutionally ignoring Congress.  The whole room cheered when Obama said this:

“[T]he cost of Medicare, Medicaid, and Social Security will continue to skyrocket. That’s why I’ve called for a bipartisan, Fiscal Commission, modeled on a proposal by Republican Judd Gregg and Democrat Kent Conrad. This can’t be one of those Washington gimmicks that lets us pretend we solved a problem. The Commission will have to provide a specific set of solutions by a certain deadline. Yesterday, the Senate blocked a bill that would have created this commission. So I will issue an executive order that will allow us to go forward, because I refuse to pass this problem on to another generation of Americans.”

Zinn on Pressuring Obama and the Democrats

I originally posted this interview with Howard Zinn back in April 2009 following the then recent revelations of President Obama’s DOJ under Eric Holder betraying Obama’s campaign promises to instead embrace the Bush administrations claims for immunity and “states secrets” in the case of clear FISA violations and illegal wiretapping.

So much more has gone down since then, including his troop increases in Afghanistan, his expansion of drone strikes, his coddling and enriching of Wall Street investment bankers at your expense, and his effective sellout of the American people to the health insurance industry.

And Obama has turned his back on so many of his campaign pledges to make his administrations policy decisions so far essentially a direct extension of the policies of the the Bush/Cheney years, with most of the bigger points outlined in Paul Street’s recent article The Dawning Age of Obama as a Potentially Teach-able Moment for The Left that I thought that in light of Obama’s SOTU speech that this might be a good time time for revisiting what Zinn had to say in this interview.

I also suspect that Zinn would be honored to have us honor his ideas more than himself.

In the wake of a crushing Democratic defeat in the Massachusetts Senate race, we find ourselves faced with the one-year anniversary of a spirit-changing day in the history of the United States, the inauguration of President Barack Obama. This odd confluence of events provides an opening for a very timely warning: It is time to remember who your friends are, Mr. President.

Your friends are not the suits on Wall Street, the same ones who fooled Timothy Geithner for years. Your friends are not the timid centrists, who Rahm Emanuel coddles. Your friends are not the giants of the mortgage industry, who fought you tooth and nail to keep the foreclosure crisis out of the courts. Your friend is not George W. Bush, whose crimes you continue to conceal.

Your friends are the progressives across this country, who, when you asked for their faith and inspired them with beautiful words, placed you on their shoulders and carried you to a historic victory.

The progressive movement needs results – we’re too smart to be placated and spun. We’re too cynical – and too determined – to compromise. And, soon, we’ll be too jaded to believe that Democrats are anything but limp windsocks, pointing whichever way the wind blows.

Some have already walked away, according to a recent Daily Kos/Research 2000 poll, which states that 45 percent of Democrats are not likely to vote in the 2010 election.
