The administration has awarded more than 179,000 “categorical exclusions” to stimulus projects funded by federal agencies, freeing those projects from review under the National Environmental Policy Act, or NEPA. Coal-burning utilities like Westar Energy and Duke Energy, chemical manufacturer DuPont, and ethanol maker Didion Milling are among the firms with histories of serious environmental violations that have won blanket NEPA exemptions.

Some polluters reported their stimulus projects might cause “unknown environmental risks” or could “adversely affect” sensitive resources, the documents show. Others acknowledged they would produce hazardous air pollutants or toxic metals. Still others won stimulus money just weeks after settling major pollution cases. Yet nearly all got exemptions from full environmental analyses, the documents show.

The Center for Public Integrity found some “ironies” in the fine print, and Obama’s stooges made a few excuses, but IMHO the scale of this thing makes any kind of commentary more or less superfluous.

In his column posted December 2, Paul Krugman describes Barack Obama’s apparent “moral collapse” and “a complete failure of purpose and loss of direction” in the White House, and by endorsing an interpretation of Obama’s ridiculous antics which is now so common that even the Obamabot hive at Daily Kos is buzzing with it, Prof. Krugman gets himself tangled up in a variety of mysteries.

The real question is what Mr. Obama and his inner circle are thinking. Do they really believe, after all this time, that gestures of appeasement to the G.O.P. will elicit a good-faith response?

What’s even more puzzling is the apparent indifference of the Obama team to the effect of such gestures on their supporters.

What a puzzle! What can Team Obama possibly be thinking?

But maintaining the theory that Obama is really a good-hearted klutz who trips all over himself while he’s trying to do the right thing now requires the addition of so many fantastical epicyles to keep it spinning that we should probably just junk it, and look for the star around which Obama and his satellites obviously revolve, and that star is the banks.

It is easy to be cynical in light of the Wikileaks revelations.  The automatic believers in the worst case and the perfidious have had confirmation followed by confirmation in the past few days.  An intelligence community and a President promising greater transparency has not followed through on its lofty promises.  Do as I say, not as I do, would seem to be its modus opperandi.  While I recognize that having the strongest hand at the bargaining table is considered the key to diplomacy, the behind-the-scenes sausage factory present here only confirms the fears of many Americans.  The timing could not be worse, especially when a strong anti-government sentiment swept the GOP to power in the House.          

David Axelrod, who as we all know is the third greatest political genius of all time, right behind King Louis XVI and Pharaoh Phukitallup I, who only lasted 2 days, is going to be busy brainstorming campaign slogans for Obama’s rerun for the White House in 2012.  I don’t know what he’ll come up with, but I know what the top three slogans would be if the truth mattered . . .

Midway through their journey with Obama, Americans find themselves in a dark wood, for they have wandered from the straight and true.  They weren’t led out of the darkness, they were led deeper into it.  The relentless beast of corporate power comes against them, step by step, determined to drive them back to where the sun is silent evermore.  So vicious is its nature, so ill-bent, it never stuffs its ravenous will enough, but after feeding hungers all the more.

FBI stats say 858,408 people were arrested for marijuana in 2009, under US Atty General Holder’s DOJ,  the 2nd highest total ever, and it was an increase of + 1.3% from under the Bush administration’s last year in office, 2008.  (the record was 872,721 in 2007)

         – 115, 196 Californians getting arrested in 2009 just for possessing marijuana

If Proposition 19, the Decriminalize and Tax initiative had passed, Attorney General Eric Holder said he’d keep prosecuting them anyway, per a letter written to ex DEA (and now private Homeland Security contractors) agents who petitioned him to keep prosecuting legal marijuana users and growers.

Now we have the leftover Bush Era DEA Appointee looking for an Obama administration upgrade. An appointee already so lousy, Republican President George W Bush first tried foisting her off on the taxpayer in 2003.   Then in April 2008, the Bush White House said it wanted to promote her to replace Karen P Tandy, who had resigned in 2007.  The Senate was not enthused. Again.  Now, 7 years later, like fungus, “Democratic”  President Barack Obama is proposing Dubya’s leftover appointee, Michele Leonhart, be promoted from Deputy Administrator to head the Drug Enforcement Administration.

Michele Leonhart,  under Bush’s era, was the Special Agent in Charge for the DEA in Los Angeles, and the ranking agent in charge for many, many Bush era raids on legitimate medical marijuana, which has been legal now in CA for 14 years.  Then she started doing them for the Obama administration.  And she must be very good at it.   The Senate is supposed to have hearings on this Wednesday (tomorrow).  Are you excited yet ?  Yes We Can Waste Money We Don’t Have On Going After Stoners Because We Have Nothing Else to Do !

This is a Bush era appointee, Michelle Leonhart,  who makes a living raiding from CA Medical Marijuana Dispensaries.  Now President Obama wants to promote her to head his DEA.  Attention younger voters who are going to be watching the 2012 nominees – is this the sort of thing that appeals to you as a constituent ?

“We have to deal with the world as we find it,” Axelrod said during an unusually candid and reflective 90-minute interview in his office, steps away from the Oval Office. “The world of what it takes to get this done.”

“There are concerns,” he added, that Congress will continue to kick the can down the road in the future by passing temporary extensions for the wealthy time and time again. “But I don’t want to trade away security for the middle class in order to make that point.”

Axelrod said the President would not comment on the Deficit, aka the Catfood Commision’s, draconium domestic spending cut proposals until the report is formally finished and presented on December 1.  A preliminary report by the Presidential appointed co chairs, Simpson and Bowles, was released earlier today.

Axelrod walked it back.

Meanwhile, on the war in Afghanistan — an expensive and increasingly unpopular conflict — Axelrod pushed back hard against the notion, floated in some recent stories quoting “senior administration sources,” that the deadline for beginning troop withdrawals had been pushed back from July 2011 to some time in 2014.

“If it is being sourced to senior administration officials, than someone has bad administration sources,” Axelrod said. “There is no change in the president’s position. There is no change in that basic commitment.”

So far, the U.S. Central Command, the military division that oversees Afghanistan operations, hasn’t submitted any kind of withdrawal order for forces for the July deadline, two of those officials told McClatchy.

This was a very coordinated trial balloon that fell like a lump of lead.  Or the guy left babysitting the press at the Oval Office in DC, Axelrod, is either out of the loop, or trying to spin it as nothing to see here.

Axelrod has lots of practice at spinning. In March 2008, Businessweek wrote “The Secret Side of David Axelrod, a master of astroturfing who has a second firm that shapes public opinion for corporations.”

US Tweaks Message on Troops in Afghanistan

In a move away from President Obama’s deadline of July 2011 for the start of an American drawdown from Afghanistan, Defense Secretary Robert M. Gates, Secretary of State Hillary Rodham Clinton and Adm. Mike Mullen, the chairman of the Joint Chiefs of Staff, all cited 2014 this week as the key date for handing over the defense of Afghanistan to the Afghans themselves. Implicit in their message, delivered at a security and diplomatic conference in Australia, was that the United States would be fighting the Taliban in Afghanistan for at least four more years.

The 2014 date will be a focus at a NATO summit meeting that Mr. Obama is to attend next week in Lisbon, Portugal, where the alliance is to be presented with a transition plan, drawn up by Gen. David H. Petraeus, the top NATO commander in Afghanistan, that calls for a gradual four-year shifting of security responsibility to the Afghans. Administration officials said that the document had no timetable for specific numbers of troop withdrawals and instead set forth the conditions that had to be met in crucial provinces before NATO forces could hand off security to the Afghans.

per the NYT, another “WH spokesman,” Tommy Vietor, insisted that there had been absolutely “no change” to the original drawdown policy.   And a “White House official” said that “we’re bringing some clarity to the policy of our future in Afghanistan.”

To paraphrase Bush’s Secretary of Unpreparedness, Rumsfeld:

You go to war with the tax rate you have, not the tax rate you might want or wish to have at a later time.

Even if it will add $700 billion more to that deficit the Republicans and the Catfood Commisssion are baying about.

Sen. Tom Udall (D-N.M.) on Thursday said Congress should consider all of the proposals coming from President Obama’s fiscal commission, including the controversial proposals to reform Social Security.

In a phone interview with The Hill, Udall said the 50-page proposal released Wednesday by former Clinton White House Chief of Staff Erskine Bowles and former Sen. Alan Simpson (R-Wyo.), the chairmen of the National Commission on Fiscal Responsibility and Reform, should be seriously considered even though “none of them are going to be very popular.”

“This is going to be a very painful process. But we must bring down the deficit and the debt, and everything needs to be on the table.

 This just came up on McClatchy.  Because of the outcome of the November 2, 2010 election, with the new Republican House majority,  there is now less pressure on President Obama to stick to his earlier pledge of beginning a troop withdrawal timeline of July 2011 in Afghanistan. This December was supposed to be the month for the big “review” of the ongoing military operations (and the Pentagon budget was supposed to be passed before the pre election campaign break and the lame duck session, and that didn’t happen, either) and now it will be a smaller review – ‘with no major changes in strategy.”  Other than those American troop withdrawals will be delayed at least until 2014.  Remember when a few weeks ago the military said the Afghan transitional stuff was going better than expected?  Wrong narrative when you’re on the international arms sales circuit.

NATO’s spent 19.4 billion on “training” Afghans in the past 7 years.  What is the current message for the NATO meeting on Nov 18 in Lisbon ?   send more trainers. “No trainers, no transition.”  

The only thing McClatchy didn’t mention was that the Taliban and assorted terrorists and homegrown guerrilla combatants traditionally take the winter off in Afghanistan.

And of course, they’re trying to blame Pakistan.  You could see this coming a mile down the road. Why would Pakistan wish to interrupt the gravy train of having a foreign country “fighting” your pesky terrorists and selling intelligence to it ?  The earlier 2011 date, claims a Pentagon advisor in the story, had Pakistan trying to negotiate a “political settlement instead of military action.”

“This administration now understands that it cannot shift Pakistani approaches to safeguarding its interests in Afghanistan with this date being perceived as a walk-away date,” the adviser said.

And of course, everyone was speaking anonymously.  There is now no timeline, nor will Gen. David Petraeus being doing one of his publicity tours, er, testimonies before Congress in December, the way he was all last spring and summer before the latest Afghanistan/Pakistan offensive.

I’ll take a break from lambasting President Obama to salute the fact that he’s visiting India and, in particular, my (thus far) favorite Indian city (of the very large type), Mumbai.

Mumbai — formerly “Bombay” — is an energetic, crowded, verdant, upbeat (and sometimes odiferous)  city.  Mumbai offers its residents and visitors both modern restaurants and side street food kiosks, lingering colonial trappings and 21st Century Indian pride, bustling intersections and quiet parks, Hindu Temples, Mosques, Churches and Parsi Agiaries (fire temples for the now-dwindling population of Zoroastrians).  Situated on the Southwest coast of India, looking out on the Arabian Sea, it’s home to almost 14 million people.  Since 2006 I’ve been fortunate to have visited Mumbai four times, though I haven’t been there since 2008.  I’ve stayed at the Taj Mahal hotel.  It was built in 1903 and is the crown jewel of the extremely unique architectural style known as “Bombay Gothic,” a mixture of late-Victorian, early Edwardian, Rajastani forms, and even some Hindu Temple cues.  One story, perhaps apocryphal, goes that its builder, Jamsetji Tata, was denied entrance into “whites only” British hotels of the day, so he just up and decided to build his own, a more beautiful and luxurious “palace” than any in old Bombay….

They forgot.  In the good cop, bad cop routine, one of them is supposed to be the “good cop.”  

White House Press Secretary Robert Gibbs starts off the Lame Duck post election session:

“He would be open to having that discussion and open to listening to what the debate is on both sides of that,” said Gibbs, during an off-camera gaggle with reporters. “Obviously… making those tax cuts for the upper end permanent is something the president does not believe is a good idea.”

The issue, Gibbs said, will be a topic of discussion when the president convenes a bipartisan meeting of lawmakers at the White House in two weeks. Included in that meeting (and working dinner) will be Speaker Nancy Pelosi (D-Cali.), incoming Speaker John Boehner (R-Ohio), Majority Leader Steny Hoyer (D-MD), incoming Majority Leader Eric Cantor (R-Va.), Senate Majority Leader Harry Reid (D-Nev.), Majority Whip Dick Durbin (D-Ill.), Senate Minority Leader Mitch McConnell (R-Ky), and Minority Whip Jon Kyl (R-Ariz.).

At his press conference on Wednesday, the president expressed his first openness to date with the process of negotiating on the Bush tax cuts, which are set to expire at the end of the year.

Meanwhile, Peter Orszag, right wing neocon, concern troll “deficit spending hawk,” Wall Street mouthpiece, and former Obama Administration head of Office of Budget and Management (OMB)  writes in the New York Times the day after the election, November 3, that the harvest of the last of the middle and working class entitlement programs can’t begin fast enough for his new right wing think tank benefactors at the Council on Foreign Relations.

Here, Johnson talks with Paul Jay of The Real News Network about the economic fallout from the past couple of years and the 2010 mid term elections, and concludes that…

…the baseline scenario now is one of prolonged stagnation, gridlock in the government, unless Obama essentially capitulates to the agenda of the right. But will we go into a deep downturn similar to 2007, ’08, early 2009? Not necessarily. We may just remain stagnant. Perhaps the best model is the so-called lost decade in Japan, where you have negligible growth, negligible inflation, or even modest deflation, and you just kind of bump along the bottom. The danger of that, as I alluded to previously, is the long-term, persistent unemployment allows the skills of many people in society to atrophy. And the United States, unlike Europe and Japan, does not have a strong safety net, so it probably foments more social unrest, kind of like what we saw in the formation of the protest movements and Tea Party as we approach this election.

I met Barack Obama in September of 2007.  Before I go any further, I need to qualify that I wasn’t granted much more than a handshake.  Still, at the time I remember being quite excited at the prospect.  The venue was the Georgia World Congress Center in Atlanta and as one of several volunteers I was assigned specifically to crowd control.  A large gathering of people being correctly corralled and directed into the room where the event would be held, I settled in like everyone else to enjoy the presentation.  After a lengthy number of speakers that came before Obama, most notably the R&B singer Usher, the candidate himself finally appeared.  Unsurprisingly, he was as good as advertised and I found myself nodding along with every point he made.  Oprah had but recently endorsed him, though he was still very much in a distant second place to Hillary Clinton.
