Single Payer Reality: Vermont Approves Universal Health Care Program

While the silence from most of US mainstream media remains deafening, the print and online news publication for physicians published by the American Medical Association – American Medical News – reported yesterday May 16 that Vermont Governor Peter Shumlin has scheduled a bill-signing ceremony for May 26 during which he will sign a bill approved by the Vermont Democratic-controlled legislature, with the state Senate voting 21-9 to pass it on May 3, and the House adopting it on May 5 with a 94-49 vote “that paves the way for the state to launch a health system approaching a single-payer model later in the decade and to create a state health insurance exchange”.

The measure creates a powerful five-member Green Mountain Care Board, members of which will determine the benefits and craft a funding plan for Green Mountain Care, a state universal health plan. The board would have wide authority over state health spending and health system reform. The bill requires the governor to nominate Green Mountain board members by Oct. 1 and the Vermont Senate to confirm them.

All Vermonters would be eligible for the plan, which would cover hospital services and prescription drugs.

Shumlin had pledged to enact a single-payer health system during his January 6 inaugural address, saying “Let Vermont be the first state in the nation to treat health care as a right and not a privilege.

Homemade Whole Grain Crackers

There are plenty of whole-grain crackers on store shelves, but none taste as good to me as those made at home. You can use a mix of grains and flours to make them, including gluten-free varieties like millet, buckwheat and rice flours, and top them with any number of seeds, herbs or spices. They’re quick to mix together and very easy to roll out.

Crackers are a great destination for sesame seeds, an excellent source of copper and manganese, and high in lignans, a type of fiber that may help lower cholesterol.

The recipe has been tweaked over the years to produce a wholesome, rich, nutty flavor.

GOP Really Hates Women

The GOP really hates women so much that they have been barely able to focus on little else at times. They managed to stop the District of Columbia from using its own money to assist poor women in obtaining the procedure by attaching a rider to the continuing resolution to fund the government throwing Democrats the bone of removing the rider that would have defunded Planned Parenthood.

Tonight Think Progress reports the House passed H.R. 3 which proposes some of the most radical and draconian restrictions on women’s rights:

– Redefinition Of Rape:

The bill sponsor Rep. Chris Smith (R-NJ) faced serious backlash after he tried to narrow the definition rape to “forcible rape.” By narrowing the rape and incest exception in the Hyde Amendment, Smith sought to prevent the following situations from consideration: Women who say no but do not physically fight off the perpetrator, women who are drugged or verbally threatened and raped, and minors impregnated by adults.

Smith promised to remove the language and while it is not technically in the bill, Mother Jones reports that House Republicans used “a sly legislative maneuver” to insert a “backdoor reintroduction” of redefinition language. Essentially, if the bill is challenged in court, judges will look at the congressional committee report to determine intent. The committee report for H.R. 3 says the bill will “not allow the Federal Government to subsidize abortions in cases of statutory rape” – thus excluding statutory rape-related abortions from Medicaid coverage.

Tax Increase On Women And Small Businesses:

H.R. 3 prevents women from using “itemized medical deductions, certain tax-advantaged health care accounts or tax credits included in last year’s health care law to pay for abortions or for health insurance plans that cover abortion.” In doing so, the bill forces women and small businesses that provide health insurance that covers abortion to pay more in taxes than they would otherwise.

– Rape Audits:

Because H.R. 3 bans using tax credits or deductions to pay for abortions or insurance, a woman who used such a benefit would have to prove, if audited, that her abortion “fell under the rape/incest/life-of-the-mother exception, or that the health insurance she had purchased did not cover abortions.” Essentially, the bill turns Internal Revenue Service agents into “abortion cops” who would force women to give “contemporaneous written documentation” that it was “incest, or rape, or [her] life was in danger” that compelled an abortion.

Former House Speaker Nancy Pelosi has called this bill the “most comprehensive and radical assault on women’s health in our lifetime” and the president has already said that he would veto this bill if it made it to his desk which is doubtful since the Senate would never pass it. That doesn’t mean they won’t try to attach it to the Debt Limit Compromise. As David Dayen reports Rep. Trent Franks R-AZ) has already proposed just that with the blessing of House Speaker John Boehner:

   The decision to put the measure on the floor is giving new hope to some social conservatives who want their issues swept up into the debt limit debate.

   Rep. Trent Franks, an anti-abortion advocate, said that House Republicans “have some leverage” to get the Democratically controlled Senate to take up the legislation, similar to the way House Republicans forced an amendment onto the continuing resolution that would defund federal funding for Planned Parenthood. As part of a larger agreement on the final CR, Senate leaders agreed to hold a separate vote on the Planned Parenthood amendment […]

   While Franks, a two-term lawmaker from Arizona, acknowledged that a balanced budget amendment may be better suited to be part of a compromise debt limit vote, he still has hope for a Senate vote on an anti-abortion bill.

   Franks isn’t alone in hoping that H.R. 3 is part of the discussion on the debt ceiling extension.

   “What we use the debt limit to leverage is really up to the leaders, [but] I would think this would be one of the bills that we could be asking for,” said Rep. Joe Pitts (R-Pa.), an ardent anti-abortion supporter.

I really despise these people.

Mango for Dinner and Dessert

If you are also a fan of mango, this is the best time of year to enjoy them, writes Martha Rose Shulman in this week’s Recipes for Health:

Often called the “king of fruits” elsewhere in the world, the mango is not high in calories, and it is an excellent source of beta carotene, vitamin A and potassium. Now is the time to get acquainted with them: although they’re in season from January to August, mangoes peak in May and June. A ripe mango gives a bit when pressed, and its fragrance should be heady and sweet, particularly at the stem end. But if you can find only hard, green mangoes, bring them home anyway – they will ripen at room temperature in a few days time. Put them in a paper bag with an apple to speed the process along.

To dice a mango, cut down the broad side of the fruit, slightly off center, from the stem end to the tip end. The knife should slide down against the flat side of the pit. Repeat on the other side, cutting as close to the pit as possible. Cut the flesh from the sides of the pit, following the curve of the pit.

Lay each half on your cutting surface and score with the tip of your knife in a crosshatch pattern, down to — but not through — the skin. Lift the mango half, and press on the skin with your thumbs to turn it inside out. Little cubes of mango will pop out on the other side, and you can easily cut them away from the skin.

If you want to peel the mango before cutting, slice off a small piece of the end, stand the mango upright and peel down the sides using a paring knife, between the skin and the flesh, as you would a pineapple.

The Delectable Pairing of Bread and Soup

   The simplest are made with thick, toasted slices of bread, sometimes rubbed with garlic, arranged in wide bowls and covered with soup. They can be topped with poached eggs for a satisfying meal.

   Other bread soups are thick, paplike dishes: chunks of bread are added to the soup and simmered until they break down, thickening the broth. The most famous Italian versions are pappa al pomodoro and ribollita, which is usually made with leftover bean and vegetable soup that is reheated and blended with bread.

   Portugal has an array of bread soups called açordas, too, but the Mediterranean region isn’t the only place to look for them. In Scandinavia, you’ll find soups made with dark bread and beer, as well as one of my favorites, a sweet apple spice soup thickened with whole-grain bread.

Truth, The Real Public Option

Around the same time that the health care reform act was being hotly debated, several months back, I wrote extensively about my own experiences.  I’ve struggled with chronic illness the whole of my life, and so not having health insurance was not exactly any bargaining chip for me.  The no-insurance option shouldn’t have to be anyone’s experience, yet this is still true for many I know.  Many people my age (thirty) and younger who have had to endure extended periods of unemployment due to the economy must depend on benevolent parents, should they be young enough, or instead beg for whatever available government coverage can be achieved.  At worst, they must make do with no coverage, hoping and praying that they don’t get seriously sick.  My sister is a prime example of the risk you take when you don’t have health insurance.  An injury, followed in rapid succession by an illness, required extensive care, depleting what little savings she had and leaving her in debt.  She always worked somewhere, but only managed to find jobs in the service industry, low-wage endeavors that did not provide insurance to employees.

Brown Rice, but Better

I had never heard od sprouted graind except for beans sprouts and neither had the author of the NYT’s blog, Martha Rose Shulman, the source of these articles:

   Until recently I’d never heard of sprouted brown rice. These sprouts aren’t like the ones you put on a sandwich. Sprouted brown rice looks and feels like regular brown rice, and it must be cooked for the same amount of time. But once cooked, it’s sweeter and more delicate than ordinary brown rice, and a little less chewy.

   Sprouting any grain increases its nutritional value by making its nutrients more bio-available, among them calcium. But it’s the flavor and texture of this new sprout that have gotten me hooked. If you’ve been hard pressed to get your family to embrace brown rice, this may be the way to go.

Sprouted brown rice is a packaged product that you can find in natural foods stores with other packaged grains. The grains are sprouted, then dried. It looks and cooks like regular brown rice.

On Open-Source Entertainment, Or, Today, Jon Kyl Meets Twitter

So Arizona Senator Jon Kyl went and did a stupid thing the other day by claiming on the floor of the Senate that 90% of what Planned Parenthood does is related to abortions, and that, by God, we need to cut that Federal funding for abortions, and we need to cut all Federal funding for Planned Parenthood-and we need to do it today.

Of course, that 90% claim was total hooey; it turns out that only 3% of Planned Parenthood’s work relates to abortions. (The Federal funding for abortions part is, too; the Hyde Amendment made such funding illegal decades ago.)

When confronted, Kyl’s office released a statement claiming the Senator’s comments were “not intended to be a factual statement”.

Sir Rev. Dr. Stephen T. Colbert, DFA, decided to have a bit of fun with Kyl, and he challenged his audience to Tweet their own “Not Intended To Be A Factual Statement” about Kyl.

I decided to compose a Tweet of my own…and then another…and before I knew it I had an entire story’s worth; that’s why, today, we’ll be taking a taking a short break from the daily grind to have a bit of fun with a man who truly deserves it: Jon Kyl.

Drifting Over the Edge

Dmitri Orlov is an interesting commentator. He has been claiming publically since about 2006 that the U.S. is on the edge of collapse similar to what the Soviet Union went through only a bit worse. He was born in Russia and experienced first-hand the privation of the post-Soviet period which, if you dug a little, was pretty bad. Interestingly this collapse had been predicted up to a decade before it happened but was not widely reported because of the Reagan agenda of demonizing the Soviet Union as an existential threat to the U.S.

Orlov along with people like James Howard Kunstler and many others on both the right and left-in fact, my monitoring of this movement shows a real blurring of left/right distinctions that is interesting in itself. I won’t go into the merits of Orlov’s predictions here but only want to say that the movement towards survivalism and a fascination and even longing for a collapse seems to be spreading in this country. I don’t believe this movement is irrational at all. Why do I say that? Because it should be very clear that we are in a kind of serious decline, not just economic decline, but serious political and social decline that we ought to wake up to or Orlov’s collapse scenarios may in fact take place.  

Kicked Once Too Often: I’m Out, Barack

Not that I was ever in but I was willing to give Barack Obama the benefit of the doubt once he was elected but since kicking his base supporters off the bus in the middle of the desert, I can’t even hold my nose to vote for him. As was pointed out in a Raw Story article, these are just a few of the reasons:

1. Health care for all

If you’re an American making less than $30,000 a year, chances are you still have trouble seeing a doctor, despite the passage of President Obama’s health care reform plan. In 2007, then-Senator Obama said he wanted to make sure no American is without access to vital medical attention and proposed using revenues from the soon-to-expire Bush tax cuts to fund it. When the campaign laid out their specific plans in 2008, they included a “public option” that would be paid for by the public at large and made available to anyone who could not obtain coverage through their employer or other public program.

We all know how well that turned out, a massive sell out to the health insurance  and pharmaceutical industry and a cave ro extending the Bush (er, Obama) tax cuts. Yes, the consumer is forced to buy an inadequate insurance policy and still not have access to a doctor but hey, they’re insured. Now the Republicans are attacking Medicare and Medicaid so the government can fund more imperial wars and buy bigger and better weapons while giving the wealthy even more tax cuts.

2. Close Guantanamo

As a symbol of everything that liberals thought to be wrong with the Bush-era, closing the Guantanamo Bay military prison in Cuba should have been an easy target for the new and popular president and his Democratic super-majority in Congress — and, in fact, then-candidate Obama promised to do just that. But as he soon found out, strategic and political calculations have made it almost impossible to shuck.

Now we have even bigger and better military tribunals, no trials in civilian courts for those scary men in Guantanamo and for 47 of them, the possibility no trial ever and the rest of their lives in detention all in the name of the never ending War on Terror (On wait, we don’t call it that any more).

3. Defend labor rights

“Understand this,” Obama said during a campaign rally in 2007. “If American workers are being denied their right to organize and collectively bargain when I’m in the White House, I will put on a comfortable pair of shoes myself, I’ll will walk on that picket line with you as President of the United States of America.” (Watch.)

He can’t find his comfy shoes? Michelle must have tossed them when they moved into the executive mansion. Truthfully, at this  point, it’s is best he stay away and silent.

4. Reform the Patriot Act

Contrary to popular belief, Obama has never actually argued for a repeal of the Bush administration’s sweeping, post-9/11 security initiatives, which were passed with a mandatory “sunset” clause to overrule the concerns of civil libertarians at the time. Instead, Obama has consistently said he favors enhanced judicial oversight and a pullback from some warrantless searches — like the provisions that allow the FBI to access library records without a warrant.

Obama “reformed” it all right. Besides defending it in court, he got it extended even for even longer than the Republicans wanted without any changes. This extends the governments ability to spy on every private citizen until 2013, a non-election year, when it comes up for renewal again.

5. End the wars

Even as a candidate, Obama maintained that Afghanistan should be “the focus” of Bush’s terror war, and he pledged to make it so. But the president was also swept into power on a wave of anti-war fervor behind his calls to end the occupation of Iraq. Iraq has calmed down quite a bit as U.S. troops steadily stream out of the country, but Afghanistan is more violent than ever amid Obama’s own “surge.”

The US will have troops in Iraq and Afghanistan for years. But, but, his loyalist supporters say, they aren’t “combat troops”. I hate to tell them but ALL troops are “combat troops”. Not only this, now there is the bombardment of Pakistan, Yemen and Libya.

One day after announcing his bid for reelection, Obama’s poll numbers show less than half the country believes President Obama deserves reelection, with disaffected liberals now a fast growing demographic and independents split. Would the country have been better off with McCain or Hillary as President is useless speculation. All that is important now is Dick Cheney is pleased.
