Tough Times in the Hate Business

I guess when you run a hate organization, you have to keep the perceived horrors involving what you hate in the news in order to keep those donations rolling in.  I mean, the hate down’t pay for itself!

It must be really painful when this sort of stuff backfires.

Case in point.  People have noticed the recent stories about the Girl Scouts’ policy on transgender girls.  That’s not really news.  The policy goes back to 2011 when Colorado trans kid Bobby Montoya wanted to join.  After Bobby was first humiliated by he local troop leader, the Girl Scouts of Colorado announced,

Girl Scouts is an inclusive organization and we accept all girls in Kindergarten through 12th grade as members.

If a child identifies as a girl and the child’s family presents her as a girl, Girl Scouts of Colorado welcomes her as a Girl Scout.

As I reported back then, girls all over the country expressed their support.

ust about 45 minutes before the tragic train wreck in Philadelphia, MSNBC host Rachel Maddow had this report about the potential for a nuclear disaster, the proximity to nuclear missile sites of rail lines that carry volatile crude oil.

So what does the Republican led House do? They cut funding to Amtrak.

The headline spin on House Chairman of the Transport Committee is that he is proposing to privatize the NEC to allow HSR to be built in this decade.

However, if you follow the money trail, while he proposes a process to do that, there is no funding proposed to do that. And without a funding stream for the federal share of anywhere from $40b to $100b to bring the NEC up to a state of good repair and then to make the improvements required, under current FRA regulations, to meet Mica’s modest speed targets … that part of it is not a real proposal yet.

The real proposal is to have talking points to use to object to any funding that gets out of the Senate to allow Amtrak to buy more equipment so it can expand the capacity and frequency to meet the steady increase in demand for its services.

The Republicans have won one of the established political Power Positions in American Politics, and so they propose to eliminate funding for Amtrak:

The Bush budgets for 2006 and 2007 proposed ending federal support of Amtrak, the only US national passenger rail service.In fiscal 2005, the federal subsidy to Amtrak was $1.2 billion, which is what Bush spends in six days in Iraq.

Now, that was a 2005 fight by Resident George W. Bush, after he won his first Presidential election and his second term in office. So as one of their “new ideas”, the new Republican House proposes the same old same old.

What a big surprise. Really, you could knock me over with a feather  {Legal Disclaimer: Strictly speaking, a bronze plated ostrich feather when I am already in danger of losing my balance}.

This is a fairly short Sunday Train, but I thought I better get something posted, so I had somewhere to put this scheduling announcement:

  • Due to a new prep on Monday Morning this coming Fall term, the Sunday Train is temporarily moving to Tuesday Evenings until the end of year Holidays, starting next week (19 October)

… but, hell, given the haphazard scheduling of the crossposts (eg, posting on Sunday and crossposting on Wednesday evening), y’all likely won’t notice the change.

The actual Sunday Train portion is about one element of the Amtrak proposal for a High Speed Rail corridor for the Northeast: the alignment. At the preliminary proposal stage, an alignment must be selected for study so that preliminary cost and patronage estimates can be performed. However, if the decision is made to go ahead, a range of alignments will be (and, indeed, must be) studied.

So tonight I take a brief look at the alignment options from the report.

After months of sitting on the sidelines as states and regional agencies promoted major new high-speed rail investments, Amtrak has finally announced what it hopes to achieve over the next thirty years: A brand-new, 426-mile, two-track corridor running from Boston to Washington, bringing true [Express] high-speed rail to the Northeast Corridor for the first time.

Last week I presented a draft of a national Steel Interstate plan. The focus was on the Institutional Framework required to be able to build it, including the source for the interest subsidy to finance its up front capital cost.

Possibly lost in the wall of words was an important point, which was focused on by some commentary: the users are paying the capital construction cost. As a country, we need it, so as a country, it makes sense to find a way to jumpstart it and have it available for the oil prices shocks that are coming in this next two decades.

but once it starts getting used, that’s what will cover the original construction cost. One way we can tell we are heading toward Economic Freedom is that it helps pay for itself.

It often seems there is a deep canyon lying between what we can do and what needs to be done as a community, as a local region, as a state, as a national region, or as a nation.

But the Steel Interstate is a national program that a coalition of determined groups of advocates scattered across the country could get going. It bridges regional interest conflicts, and offers a way to advance some of the interests of so many – Interstate motorists, advocates of freedom from cars, organized labor, the largely disorganized army of the unemployed, advocates of ecological sustainability, advocates of mitigating climate chaos, and Progressive Patriots, to name just a few.

Of course, I want to talk process, but it seems to be network maps that catches people’s interest. So how I will go about this is alternating Map and Process.

When looking at the famously mis-titled “Vision for High Speed Rail in America” map trotted out last year, showing those of state-planned High Speed Rail corridors that have already applied for and received official designation as High Speed Rail corridors … there are ghosts on that map.

The Ghosts of Trains Past, also known as the Amtrak long distance routes.

As discussed on November 8th of last year in Rescuing the Innocent Amtrak Numbers from SubsidyScope, some of these ghosts are healthier than others. One of the ones in the most dire shape is the Cardinal, responsible for the only line on that map that enters either West Virgnia or eastern Kentucky.

A few weeks back, SubsidyScope, “launched by The Pew Charitable Trusts, aims to raise public awareness about the role of federal subsidies in the economy”, pursued its mandate into transport subsidies, coming out with a study with the headline figure of $32 subsidy per passenger for Amtrak.

Why Amtrak? Why not provide a headline figure on federal subsidy per motorist or airplane passenger? Critics of the report suggest that the answer is simple – consider, for instance, Charleston WV mayor Danny Jones:

Jones admits Amtrak relies heavily on subsidies, but so do other modes of transportation, he said.

“I think it’s just easier to see how much of it’s subsidized with Amtrak,” he said.

And there is a lot of merit in that. Further, SubsidyScope is not focusing on Government subsidy, but on Federal subsidy. Not only is it harder to analyze government subsidies to driving and flying, given how many direct and indirect subsidies there are to take into account – but many of the subsidies are at the state and local government level, so for SubsidyScope’s purposes they “don’t count”.

But its worse that that. Even accepting SubsidyScope’s twisted framing of the issue of government subsidies – the actual core part of the analysis that they themselves perform is hopelessly bad.
