Want a Taste of the 112th Congress, i.e. House

I started a site, a couple of years back, to help keep track of the Veterans Administration as I was getting pounded by press release after press release as Gen Shinseki took the reigns and came out of the gate, All Positive Pro-Active Moves, and especially as he started filling his Administration with Pro-Active Vets and others, allot has been accomplished.

I also was following the Congressional Hearings, those two years and the two previous, both houses of Congress, as they to were finally tackling what wasn’t done in the 108th and 109th Congresses as the (T)’s waged two Wars of Choice but also kept to their long practice of ignoring veterans except at election time. One of the many positives out of the 110th and 111th Congresses was tghe fact that almost all their hearings were at least live streamed so America could watch and listen.

Well I give you the opening to the 112th Congressional House Veterans Affairs Committee, below.

Housing is About to Roll Over … Again.

According to Bloomberg today, US homeowners in the foreclosure process were an average of 507 days late on payments in 2010 compared to last years record of 406 days late in 2009 (a 25% increase).

According to Realty Trac a record 2.87 million properties received a notice of default last year, despite a 30 month low in December caused by the robo-signing scandal, and that number is expected to climb this year.

A record 1 million homes were foreclosed upon and nearly 7 million mortgages are at least 30 days in arrears, but FNM expects home prices to rise in 2011.

Foreclosures have weighed down U.S. housing prices as the nation’s unemployment rate is stuck at more than 9 percent. Home values may rise 0.6 percent for the year, the first annual jump since 2006, according to Fannie Mae, the largest U.S. mortgage buyer.

As Lieberman deliberated, the new chair of the Democratic Senatorial Campaign Committee, Sen. Patty Murray (D-Wash.), told HuffPost that the party would consider supporting Lieberman if he returned to the fold.

” It is time for us to take steps that make clear that if diplomatic and economic strategies continue to fail to change Iran’s nuclear policies, a military strike is not just a remote possibility in the abstract, but a real and credible alternative policy that we and our allies are ready to exercise.

It is time to retire our ambiguous mantra about all options remaining on the table. It is time for our message to our friends and enemies in the region to become clearer: namely, that we will prevent Iran from acquiring a nuclear weapons capability — by peaceful means if we possibly can, but with military force if we absolutely must. A military strike against Iran’s nuclear facilities entails risks and costs, but I am convinced that the risks and costs of allowing Iran to obtain a nuclear weapons capability are much greater.

Some have suggested that we should simply learn to live with a nuclear Iran and pledge to contain it. In my judgment, that would be a grave mistake. As one Arab leader I recently spoke with pointed out, how could anyone count on the United States to go to war to defend them against a nuclear-armed Iran, if we were unwilling to go to war to prevent a nuclear-armed Iran? Having tried and failed to stop Iran’s nuclear breakout, our country would be a poor position to contain its consequences.

I also believe it would be a failure of U.S. leadership if this situation reaches the point where the Israelis decide to attempt a unilateral strike on Iran. If military action must come, the United States is in the strongest position to confront Iran and manage the regional consequences. This is not a responsibility we should outsource. We can and should coordinate with our many allies who share our interest in stopping a nuclear Iran, but we cannot delegate our global responsibilities to them.”

Friday, October 22, 2010 – Outgoing Republican Governor Arnold Schwarzenegger of California, today proclaimed a state of emergency in Placer County, due to a major fire causing severe damage to the regional shopping mall in the city of Roseville the day before.  

Text of Proclamation from the Governor’s office:


A PROCLAMATION OF A STATE OF EMERGENCY

WHEREAS on October 21, 2010 a major fire caused severe damage to the regional shopping mall in the City of Roseville in Placer County; and

WHEREAS the fire caused extensive damage to the mall and numerous stores, and it is likely that the mall will be closed for an indefinite period of time; and

WHEREAS the fire and potential criminal activity required the evacuation of hundreds of shoppers and employees; and

WHEREAS the fire required fire agencies and other emergency responders from throughout the region to respond; and

WHEREAS the closure of the mall and the stores will likely cause the immediate loss of many jobs in the area and the need for the unemployed to quickly receive financial assistance; and

WHEREAS the fire created a substantial amount of ash and other debris that will need to be quickly removed in order to reestablish the shopping mall and jobs; and



WHEREAS on October 21, 2010, the City of Roseville declared a local emergency and requested that I declare a state of emergency; and  

WHEREAS the circumstances of this fire and subsequent damage to a regional shopping center, by reason of their magnitude, are or are likely to be beyond the control of the services, personnel, equipment and facilities of any single county, city and county, or city and require the combined forces of a mutual aid region or regions to combat; and

WHEREAS under the provisions of section 8558(b) of the California Government Code, I find that conditions of extreme peril to the safety of persons and property exist due to the fire in Placer County.

NOW, THEREFORE, I, ARNOLD SCHWARZENEGGER, Governor of the State of California, in accordance with the authority vested in me by the state Constitution and statutes, including the California Emergency Services Act, and in particular, section 8625 of the California Government Code, HEREBY PROCLAIM A STATE OF EMERGENCY to exist within Placer County.

IT IS HEREBY ORDERED that all agencies of the state government utilize and employ state personnel, equipment and facilities for the performance of any and all activities consistent with the direction of the California Emergency Management Agency (Cal EMA) and the State Emergency Plan, and that Cal EMA provide local government assistance under the authority of the California Disaster Assistance Act.

IT IS FURTHER ORDERED in accordance with the authority vested in me by the Constitution and statutes of the State of California, including the Emergency Services Act and in particular Government Code sections 8567 and 8571 to immediately mitigate the effects of the emergency:

1. That the provisions of Unemployment Insurance Code section 1253 imposing a one-week waiting period for unemployment insurance applicants are suspended as to all applicants who are unemployed as a direct result of the fire and damage to the regional shopping center in Placer County, and who apply for unemployment insurance benefits during the time period beginning October 21, 2010 and ending on the close of business on April 21, 2011 and who are otherwise eligible for unemployment insurance benefits in California.

1. That the statutes, rules, regulations and requirements are hereby suspended to the extent they apply to the following activities: (a) removal, storage, transportation and disposal of hazardous and non-hazardous debris resulting from the disaster; (b) necessary restoration; and (c) related activities. Such statutes, rules, regulations and requirements are suspended only to the extent necessary for expediting the removal and cleanup of debris from the disaster, and for implementing any restoration plan. The Secretary for the California Environmental Protection Agency and the Secretary for the California Resources Agency shall use sound discretion in applying this suspension to ensure that the suspension serves the purpose of accelerating cleanup and recovery, while at the same time protecting public health and the environment. This order shall apply to, but is not necessarily limited to, solid waste facility permits, and waste discharge requirements for storage, disposal, and emergency construction activities, along with waste discharge requirements and/or Water Quality Certification for discharges of fill material or pollutants. To the extent it is within their administrative authority and discretion, the boards, departments and offices within the California Environmental Protection Agency and California Resources Agency shall expedite the granting of other authorizations, waivers or permits necessary for the removal, storage, transportation and disposal of hazardous and non-hazardous debris resulting from the fire, and for other actions necessary for the protection of public health and the environment.

1. State and local agencies shall, as necessary for the protection of public health and the environment and pursuant to requests from local government, enter into contracts and arrange for the procurement of materials, goods, and services necessary to quickly remove dangerous debris, repair damaged resources, and restore and protect the impacted area. Because strict compliance with the provisions of the Government Code and the Public Contract Code applicable to public agency contracts would prevent, hinder, or delay these efforts, applicable provisions of those statutes, including, but not limited to, advertising and competitive bidding requirements, are suspended to the extent necessary to address the effects of the fire.

I FURTHER DIRECT that as soon as hereafter possible, this proclamation be filed in the Office of the Secretary of State and that widespread publicity and notice be given of this proclamation.

Solidarity Placing People Before Profits

I watched Paul Solman’s Making Sense on the PBS NewsHour and while putting a human face on foreclosure the story of a support group devoted to making foreclosure litigation too expensive for the banks is told. If you need to feel good about something going on in this nation, this was must see TV!

This support group called City Life/Vida Urbana has the motto “Organizing For Racial And Economic Justice” and this mission statement;

These community activist devoted to forcing banks to give up on eviction and offer homeowners a new mortgage have even more power now with all the fraudulent documents. But the story of power is people power, real people power.

Watch how those American walk into City Life/Vida Urbana just broken and feeling hopeless with no place to turn. Then they walk out not necessarily keeping their home but feeling like they have a voice and becoming community activist themselves.    

Foreclosures: Just In Case You Didn’t Get Which Side They’re On

“It is a serious problem,” said David Axelrod, who contended that the flawed paperwork is hurting the nation’s housing market as well as lending institutions. But he added, “I’m not sure about a national moratorium because there are in fact valid foreclosures that probably should go forward”   because their documents are accurate.

Axelrod said the administration is pressing lenders to accelerate their reviews of foreclosures to determine which ones have flawed documentation.

“Our hope is this moves rapidly and that this gets unwound very, very quickly,” he said.

Banks Spin Illegal Foreclosures, Media Act As Stenographers

Talk about journalists being stenographers to powerful, banking interests. Banks which are foreclosing home mortgages are getting a walk in the traditional press because the press insists on reporting that the banks “didn’t read the documents” filed in court, rather than that the banks swore to documents that were palpably false and filed in courts, all in the service of taking title to homes in foreclosure so they could be re-sold and their present occupants could be evicted.

They Go or Obama Goes

Barack Obama and the Democrats he led to a stunning victory two years ago are going down hard in the face of an economic crisis that he did nothing to create but which he has failed to solve. That is somewhat unfair because the basic blame belongs to his predecessors, Bill Clinton and George W. Bush, who let the bulls of Wall Street run wild in the streets where ordinary folks lived. And there was universal Republican support in Congress for the radical deregulation of the financial industry that produced this debacle.

The core issue for the economy is the continued cost of a housing bubble made possible only after what Clinton Treasury Secretary Lawrence Summers back then trumpeted as necessary “legal certainty” was provided to derivative packages made up of suspect Alt-A and subprime mortgages. It was the Commodity Futures Modernization Act, which Senate Republican Phil Gramm drafted and which Clinton signed into law, that made legal the trafficking in packages of dubious home mortgages. In any decent society the creation of such untenable mortgages and the securitization of risk irrationally associated with it would have been judged a criminal scam. But no such judgment was possible because thanks to Wall Street’s sway under Clinton and Bush the bankers got to rewrite the laws to sanction their treachery.

It is Obama’s continued deference to the sensibilities of the financiers and his relative indifference to the suffering of ordinary people that threaten his legacy, not to mention the nation’s economic well-being. There have been more than 300,000 foreclosure filings every single month that Obama has been president, and as The New York Times editorialized, “Unfortunately, there is no evidence that the Obama administration’s efforts to address the foreclosure problem will make an appreciable dent.”

Derivatives: An Investment on Nothing!

Warren Buffet gave a prophetic pronouncement back in 2003 about the Derivatives market, seeing the exponential dangers of this “paper-thin” type of investment.

Buffet did not mince words. He called them “financial weapons of mass destruction“:

Foreclosure tsunami is beginning to strike

   It’s sometimes amusing to see how hard the media tries to spin bad news into good news. For instance, this article from ABC today.

 (Reuters) – U.S. mortgage foreclosure filings dropped for a second straight month in February, and notched the smallest annual increase in four years as housing-rescue efforts contained activity, a report released on Thursday showed.

 It sounds like good news, huh? There’s just one problem: the foreclosures report that was released today concerned the whole first quarter, including March numbers.

  Since when did the news media start preferring outdated data over recent data?

I guess when the recent data said things like this.

 RealtyTrac® … today released its U.S. Foreclosure Market Reportâ„¢ for Q1 2010, which shows that foreclosure filings – default notices, scheduled auctions and bank repossessions – were reported on 932,234 properties in the first quarter, a 7 percent increase from the previous quarter and a 16 percent increase from the first quarter of 2009. One in every 138 U.S. housing units received a foreclosure filing during the quarter.
